Supporting GPs and Primary Care Networks to deliver high quality care

NHS England has published new guidance on the primary care service development funding (SDF) and general practice IT funding 2023/24 that was previously announced as part of the Delivery Plan for Recovering Access to Primary Care (the Delivery Plan).

The funding is aimed at supporting practices and Primary Care Networks (PCNs) to deliver high quality care, and specifically in delivering the ambitions of the Delivery Plan and other primary care improvements. This funding supports the 2023/24 planning guidance requiring Integrated Care Boards to support primary care with improved access to services, supporting practices and PCNs with demand management and improving job satisfaction. It is against this background that the primary care SDF provided to ICBs in 2023/24 should be allocated to support these aims.

The primary care SDF in 2023/24 can be packaged into three sections:

1. a transformation budget to support change and improvement in primary care (and particularly general practice) including support to the workforce
2. a set of specific workforce programmes continuing from previous years
3. funding from primary care SDF to increase general practice IT (GPIT) revenue budgets

The guidance sets out in the appendices the funding allocations for all Integrated Care Boards (ICBs), with Appendix 5 providing ICBs with a checklist of key actions from the Delivery plan for recovering access to primary care.
