To support digital working in ASC in England, the Department of Health and Social Care has developed guidance for care providers and local authorities on ‘what good looks like’ for social care.
The guidance published on 16 May 2023 builds on the People at the Heart of Care white paper which sets out a 10-year vision to reform ASC, recognising the central role of technology in improving the quality and safety of care. You can read our blog on the reforms here.
What Good Looks Like (WGLL) for ASC is an ‘aspirational framework’ designed to be used by local authorities and care providers of all sizes and types of services, including both CQC registered and non-registered providers. It is aimed at the digital leads, directors of adult social care services, commissioners and service managers.
The framework has been developed with Partners in Care and Health (a partnership between the Local Government Association and the Association of Directors of Adult Social Services), provider sector stakeholders and national membership organisations.
Seven success measures
The WGLL framework is part of a suite of guidance for digital working across health and social care and is structured around seven success measures for care leaders to digitise, connect and transform services. You can find an infographic of the measures on page 2.
They are:
- Well led
- Ensure smart foundations
- Safe practice
- Support workforce
- Empower people
- Improve care
- Healthy populations

Access funding to go digital
One of the aims of the People at the Heart of Care is for 80% of CQC registered care services to have adopted a digital social care record by March 2024.
The Adult Social Care Digital Transformation Fund exists to support this aim, and funding is available for care services to implement this. Also as part of this vision, the Adult Social Care Technology Fund will support the implementation and evaluation of digital care technology, beyond digital social care records.
