Howard specialises in planning law and works for a broad range of clients in multiple sectors. He has particular experience in residential-led development and promotion, investment acquisition, retirement housing, education and local government. Howard helps our clients to pursue planning applications and planning appeals, drafts and negotiates planning and highway agreements, and advises on complex planning issues, risks and strategy.
Supporting your ambitions
Since 2016, Howard has advised Welwyn Hatfield Borough Council in connection with the regeneration of a high-profile city centre site to the east of Welwyn Garden City railway station. The original application involved a part-outline, part-detailed proposal for an 850 unit residential-led mixed use redevelopment, including the retention and restoration of the Grade II listed former Shredded Wheat factory. A year of persistent advice and negotiation, particularly in relation to tricky affordable housing and viability issues, culminated in planning permission being granted in 2017. Howard subsequently continued to advise on the re-planned proposal for a larger 1,300 unit scheme.
